This is a two piece pulley.  The inside and outside pieces are seperated by and attached to a rubber isolator.  Over time this rubber isolator corrodes to the point where the inner and outer pieces can slip.  This prevents the serpentine belt from rotating properly, resulting in performance issues on anything on the serpentine belt system - air conditioner, alternator, power steering etc.
